In 2011, Louisville’s teen unemployment rate reached near-record levels. Then the federal program that provided summer jobs for young people disappeared, threatening to boost unemployment even further.

Greg Fischer was just beginning his term as mayor when he learned of the jobs program’s fate. Worse, projections for the coming decade showed youth unemployment rising above the recession high of 25 percent.
